Location : This position could be located either in Belgium (Anderlecht)  or in US, Connecticut (New Haven).

The Global head of PCRU (Pfizer Clinical Research Unit) Volunteers Recruitment and Finance is the Global PCRU organization single point of accountability for operational strategy and delivery of volunteer recruitment, including patients and special populations in Brussels and New Haven (Connecticut, US) units, and for building, forecasting and managing the Global PCRU Organization budget and the Clinical Trial Budgets (CTB) for the studies run at both units.

The Global head of PCRU Volunteers Recruitment and Finance is accountable for

  • defining, aligning, delivering and managing long term recruitment planning
  • anticipating the different volunteer recruitment risks related to completion of the studies conducted in the PCRU.
  • developing and maintaining the subjects/patients’ database at both units with the highest scientific, medical, and ethical principles and following the local (Belgium and Connecticut) as well as the FDA and EMA regulatory requirements and guidelines
  • building, forecasting and managing the Global PCRU Organization budget and the CTBs for the studies run at both units.
  • promoting clinical research awareness of BR PCRU in Belgium and NH PCRU in Connecticut (CT) by developing media strategies and campaigns, and ensures that any communication activity is in line with Pfizer’s global product development vision, mission and values.
  • maintaining collaborative relationships with the local Country management, Legal, Compliance and Corporate affairs department in each country (Belgium and CT) to facilitate validation of processes to support clinical trials.

The Senior Director Global head of PCRU Volunteers Recruitment and Finance will sit as part of the Global PCRU Organization Leadership Team and provides the global strategy, oversight and business performance for the Global PCRU volunteer recruitment and finance activities. This individual will play a pivotal role in building overall budget and study timelines scenarios for the Global PCRU LT, as well as in identifying the right balance of Pfizer vs contingency staff to ensure the PCRU schedule flexibility required to meet Pfizer portfolio.

ROLE RESPONSIBILITIES

Volunteers recruitment

  • Responsible for the highest quality and compliance of all the activities related to volunteer recruitment, including patients and special population, at both NH and BR PCRU.
  • Responsible for compliance with Pfizer Standards, ethical standards, ICH, GCP (patients/subjects rights), regulatory and legal requirements, national (BE and US) and European laws and other appropriate legislation applicable to volunteers and patient’s recruitment at NH and BR Units.
  • Ensures that volunteers and patients recruitment departments at both units deliver studies respecting the agreed timelines and budget
  • In conjunction with the Global Head of PCRU, Brussels’s & New Haven’s Site Lead and other stakeholders, ensures establishment of policies, operational practices and exemplary medical and ethical standards to guarantee subjects’ safety and rights and serves as the controller of the data file within the scope of the “Data Protection legislation”.

Finance

  • Responsible for managing the operational, capital and study budget across all studies run at both PCRUs
  • Develops, maintains and measures capabilities and capacity (staff, equipment, financial, procurement) to conduct a broad range of Pharma therapeutic and Biotherapeutic Early Clinical studies in BR and NH Units.
  • Explores, coordinates and ensures implementation of new finance, subject recruitment and PCRU awareness strategies to enhance NH and BR Units capabilities efficiency productivity, competitiveness and data quality

Communication with media

  • Responsible for communication strategies and networking with key internal and external stakeholders aimed to educating the lay public about clinical trials in both Belgium, EU and Connecticut (UC) and to increase the awareness of the PCRU clinical research activities
  • Responsible for an effective collaboration with Corporate Affairs and Communication (CA&C) Benelux and with the CT Leadership Team.
  • Ensures that the content of communication with social media is aligned with Pfizer’s global product development vision, mission and values.
  • This is a people manager role which has seven direct reports (4 in Brussels and 3 in New Haven). The entire PCRU Volunteers Recruitment and Finance department includes additional 22 colleagues and 23 temporary staff, located in the two different sites.

Your skills

Education: Minimum of a bachelor’s degree either on finance and/or on health-related disciplines is required

Experience:

  • Three+ year experience in a Director position (including: conflict resolution, allocation of limited resources, staff development and change management) is required.
  • Leadership/Management formal education and/or work specific training (e.g. supervisory skills development; interview and selection).
  • Evidence of continuing Good Clinical Practice education/training relative to drug development/study conduct.
  • Minimum of 15 years of relevant experience in subjects/patients’ recruitment for clinical trials is required and at least 7 years in pharmaceutical or medical research (medical background and prior experience in Phase 1 or exploratory research

Languages: if the position is located in Belgium, the candidate should be fluent in French, Dutch and English; If the position is located in New Haven, only English is required.
