ROLE SUMMARY

This role will support the strategic goals of the HCP Transparency Team ensuring Pfizer meets its disclosure obligations in the Americas (US, Canada, Mexico, Colombia, and Brazil). This Leader will guide the strategy and execution of the payment disclosure process, ensuring data integrity and timeliness in meeting all reporting deadlines.

The Director is responsible for ensuring the quality of the data in postings, filings, and reports related to Healthcare Professional (HCP) and Healthcare Organization (HCO) Payment Disclosure in multiple markets. In doing so, the Director leads a team of direct reports and also serves as a matrix manager and Pfizer SME. 

As regulations and corporate procedures change, the Director will work with stakeholders to be aware of new and changing requirements and technologies, and will develop solutions to support various transparency initiatives.

ROLE RESPONSIBILITIES

  • Develop and implement a coordinated strategy to meet the reporting requirements for US “Sunshine” Payment Disclosure reporting and its equivalent reports in multiple markets in the Americas (including Canada, Mexico, Colombia, and Brazil)
  • Manage and oversee the operational execution of the reporting and validation of data for disclosure purposes.
  • Manage, coach, and develop team of colleagues in multiple geographic markets engaged in transparency activities.
  • Manage all aspects of the Centers of Medicaid and Medicare (CMS) submission process for Sunshine Payment Disclosure.
  • Maintain good relations with CMS to help shape future enhancements to the Sunshine submission and dispute processes and the Open Payments website.
  • Serve as a representative across the enterprise to leaders in Legal, Compliance, Digital, Chief Business Office, Corporate Affairs, and Biopharma Business Units
  • Oversee Financial Disclosure process in support of regulatory submissions to FDA
  • Partner with Digital to ensure that source systems and Pfizer’s data repository, HCP customer master and other applicable Pfizer systems evolve to meet public disclosure requirements and the accompanying standards and processes to ensure data are of high quality to meet payment disclosure requirements.
  • Represent Pfizer at industry conferences and / or professional organizations to help influence future disclosure policies.
  • Provide knowledge and expertise acting as subject matter expert for HCP Payment Disclosure.
  • Oversee the collection / association of payments made to clinical investigators participating on Pfizer sponsored studies needed to meet FDA requirements for financial disclosure.
  • Assess potential impact of proposed federal regulations to overall processes.
  • Oversee the data clarification process across data sources to ensure data integrity.
  • Lead system development initiatives and enhancement discussions to set the direction for Pfizer systems that impact publicly disclosed payment information.
  • Lead / participate in policy-related discussions and decisions as appropriate.
  • Collaborate with Legal and Corporate Affairs colleagues on responses to Media inquiries.
  • Develop and implement working practices and standard operating procedures.
  • Serve as a Lead in periodic audits and inspections by internal audit or external regulators; Lead remediation resulting from any findings or compliance-related matters.
  • Negotiate with leaders, including those more senior, to ensure that processes are in place to collect and capture all required data for disclosure.
  • Manage complex projects, including projects where data may be decentralized.
  • Work closely with Legal and Compliance on interpretation of relevant Laws/Codes, as well as the ability to operationalize the legal interpretation.

BASIC QUALIFICATIONS

Candidate demonstrates a breadth of diverse leadership experiences and capabilities including: the ability to influence and collaborate with peers, develop and coach others, oversee and guide the work of other colleagues to achieve meaningful outcomes and create business impact.

  • Bachelor’s degree required; MBA or advanced degree preferred
  • Knowledge and experience in Transparency Reporting field including a strong understanding of HCP Payment Disclosure policies, Affordable Care Act Sunshine provisions, EFPIA Disclosure Code and Financial Disclosure reporting requirements for pharmaceutical manufacturers
  • A minimum of 10 years of relevant experience in the pharmaceutical industry or related field.
  • Previous continuous improvement and complex project management experience
  • Demonstrated team player, with exemplary leadership and management skills
  • Experience working in cross-functional and matrix teams
  • Demonstrated project management skills
  • Excellent oral and written communication skills are essential
  • Excellent interpersonal skills: ability to respond to multiple internal and external stakeholders

PREFERRED QUALIFICATIONS

  • Experience in finance, accounting, or management information systems experience a plus
  • Knowledge of Pfizer financial reporting and project management systems
  • Strong technical skills and adeptness at the use of computer-based tools and systems, including experience/ knowledge of user query tools underlying financial & reporting systems, database tools, and technologies that can support HCP payment disclosure
  • Ability to adequately evaluate and leverage Pfizer’s systems into business processes in order to support business requirements
